Summary This incumbent serves as the G. V. (Sonny) Montgomery Department of Veterans Affairs Medical Center's Designated Learning Officer (DLO) for the G.V. (Sonny) Montgomery VA Medical Center in Jackson, MS. The DLO reports directly to the Associate Chief of Staff for Education/Designated Education Officer (ACOS-E/DEO) and coordinates education for employees, Contractors, and WOC's. Responsibilities Provides overall leadership and direction in aligning the spectrum of programs across the educational continuum (health professions training, staff education, workforce development) and employee lifecycle. Coordinates and provides oversight of the work of the Education subcommittees. Develops strategies to meet the organization's strategic plan and identifies training mandated by regulatory agencies, VA, or other sources. Coordinates the process and analyzes the results of the organization-wide education needs assessment, which includes development, execution, marketing, and consolidation of the assessment. Directs the use of the educational needs assessment results, facility supervisors identified educational needs and senior leadership's input to establish the education goals of the organization. Creates a culture of learning and education to address the new VA workforce and modernization efforts of the Secretary of the VA. Assures that learning becomes an integral component of the culture, that innovative methods of learning are encouraged, and that staff needs are approached in creative ways. Executes outcome-based learning strategies, processes and practices that promote a supportive learning environment and contributes to the overall organizational health. Drives learning and performance results to impact organizational success. Aligns and manages fiscal, human, and capital resources to meet organizational learning needs. Approves travel and tuition reimbursements for continued training and education for employees. Prepares, reviews, plans, monitors, and/or establishes and administers the learning budget for a large and technically complex organization whose learning needs are especially critical or urgent. Develops long-term (five and ten year) training plans and short-term goals and objectives for all departments in accordance with national, VISN, and facility priorities. Recommends selections for subordinate project manager positions responsible for coordinating the work of others, e.g., subordinates coordinating facility SME instructors in the preparation and facilitating training courses. Performs the full range of personnel management such as hiring actions to include interviewing and making selections for subordinates; recommends promotions or reassignments, as warranted. Performs other related duties as assigned in support of the Office of Education and Learning Resources. Work Schedule: Monday through Friday, 8am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements for 1712, Training Instruction Series: Education- undergraduate or graduate education: Major study - education or a subject area related to the position being such (education, training, etc.). OR Experience: Must have specialized experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction?. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/ course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to the Individual Occupational Requirements listed above, the specialized experience below must be met: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: supervising/managing others; planning, developing, and conducting educational training and workforce development programs; overseeing and preparing budgets; and experience as a TMS Talent Management System (TMS) Domain and/or Learning Manager. You will be rated on the following Competencies for this position: Administration and ManagementEducation and TrainingStrategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in nature, although some slight physical effort may be required to conduct training events. It may involve some walking, standing, bending, or carrying of light items. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems.
